David has more than 35 years of experience in the field of child maltreatment. As an attorney he represented abused and neglected children and was later counsel for the Child Protection Division of Children’s National Medical Center. He later worked in several other nonprofit organizations addressing child maltreatment.

David entered the federal civil service, directing government programs for the prevention and treatment of child abuse, first as the director of the National Center on Child Abuse and Neglect in the Department of Health and Human Services, and then as director of the Family Advocacy Program in the Office of the Secretary of Defense, until his retirement. Throughout his career David wrote numerous publications, and did public speaking and conducted training on child abuse and neglect.

In his retirement he is a licensed tour guide in Washington, DC.
